Financial Accounting Officer (maternity replacement)

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. As a partner section, MSF Italy is engaged in saving lives and alleviating suffering through fundraising; communication and advocacy, recruitment and deployment of field workers; as well as supporting international operations through expertise and other kinds of direct support.

The Financial accounting Officer contributes to the proper management of the administrative and accounting systems of Medici Senza Frontiere (MSF), in compliance with the principles of transparency and accountability of MSF through the correct application of the regulations in force and the organization's policies.

1. Bookkeeping & accounts payable

• She/He guarantees administrative and accounting activities by ensuring the correct bookkeeping of passive invoices and analytical accounting in line with internal procedures and current regulations.
• Administrative handling, bookkeeping and fiscal verification of Intra-EU and Extra-EU invoices, ensuring compliance with VAT regulations and customs requirements.

2. Staff Expense Reports and Reimbursements Management

• Administrative management and audit of expense reports for various collaborator categories (Headquarters staff, interns, IRP, and external consultants without contracts).
• Verification of supporting documentation compliance in accordance with corporate policies.
• Reconciliation of reimbursements with the HR department for payroll processing or direct payment.
• Conducting onboarding sessions for new hires to explain expense reimbursement procedures and corporate policies.

3. Corporate Payment Tools Monitoring

• Operational management and reconciliation of corporate credit cards and prepaid cards.
• Monitoring of spending limits, fund reloading, and digital archiving of relevant purchasing documentation.
• Support to cardholders for the monthly reporting and reconciliation of transactions.

4. Legacy & Bequests Administrative Management

• Tax and fiscal compliance oversight of payment mandates received from the Legacy Office, validating document accuracy prior to execution.
• Administrative support for legacy-related payments, ensuring continuous monitoring of outgoing financial flows.

5. Tax Compliance

• Calculation and payment of monthly withholding taxes.
• Management of requirements related to the "Certificazione Unica" (CU/Single Certification) in the capacity of a tax withholding agent.

6. Administrative Support for Specific Projects (e.g., Humanitarian Corridors)

• Management of economic financial reporting for specific projects.
• Ensuring correct cost allocation and collection of vouchers/supporting documents according to donor and funder requirements.

Education and Knowledge (essential)

Positions details:

• Contract: Maternity Replacement. Fixed term 9 months, full-time. Level II of Italian CCNL of Commerce.
• Gross Annual Salary: min 33.160,96€ – max €40.209,96 (depending on experience of the selected candidate).
