Participating and collaborating with the Head Of Mission and the Logistics and Supply Cell Officers in the definition and implementation of all technical strategies and support to the field. This implies ensuring the pertinence and coherence of programs, the adequacy of the means provided and the compliance to MSF standards and protocols in order to enable the development of the mission in perfect working conditions and optimize the impact of the medical projects |
Accountabilities |

- With the close support of the Logistics and Supply Cell Officers, participating in the definition and update of annual project planning and budgets and the Emergency Preparation Plan, advising the HoM in the translation of the identified needs into objectives, priorities and resources needed for intervention.
- Monitoring the implementation of logistics/technical/supply activities in the mission ensuring compliance to MSF standards, protocols and procedures, and reporting to the HoM on the development of the ongoing programmes and proposing reorientation strategies when needed.
- Ensuring technical reference for all logistic/technical issues in the mission and provides coaching to logistics staff.
- Ensuring installation and maintenance of functional office space(s) and lodging facilities in an adequate living condition as well as all the equipment required.
- Monitoring and implementing the technical aspects of the risk reduction rules: transport, communication, protection, identification and preparation of the technical aspects of the mission security plan, evacuation plan and other contingency plans.
- Ensuring communication means in the Mission (including numbers frequencies), allowing permanent communication between capital, projects, bases and HQ. Ensures all staff in the Mission benefits from proper training on how to use communications equipment available in the Mission (e.g. satellite phones, HF/VHF radios, computers, etc.)
- Providing reports on projects/mission evolution from the technical/perspective and proposing corrections if needed.

Responsibilities
The position requires a presence of ten days per month in each project location to follow up on and implement all logistics and supply requirements. |

Logistics - Standardize contracts across People on the Move and Survivors of Torture projects to achieve cost-effective solutions for the mission.
- Oversee the implementation and proper management of medical waste procedures and application of hygiene standards across the mission in accordance with recommendations from the medical team
- Ensure the correct implementation of the Digital Desk in collaboration with the Data Manager.
- Ensure the installation and maintenance of functional office spaces, hospital facilities, and staff accommodations in the projects, as well as facilitate the identification of new facilities as required by operational needs.
- Ensure the establishment and implementation of operational security strategies in collaboration with the Project Coordinators.
- Is responsible for managing the motorized fleet at the project level, ensuring that all assets and fuel management are properly registered in the TMS and fully compliant with related procedures.
- Support the medical team in implementing a rapid response system for PFAs and PSSs, through the provision of an adequate fleet, telecommunications systems, and stock management.
Supply - Is responsible for the design of the mission’s supply strategy, ensuring adaptation to changes in context and operational needs.
- Lead the development and implementation of a new ERP system based on the future needs of the mission, ensuring alignment with MSF Supply Procedures
- Provide projects with accurate and timely information on centralized stock levels in Rome (if available) to support efficient planning and decision-making.
- Supervise and manage administration-related activities in accordance with MSF purchasing and payment procedures for the mission.
- Identify and secure adequate storage space for medical and non-medical items to reduce the frequency of purchases, increase bulk procurement of consumables, and obtain more competitive prices.

Qualifications
Education | Technical degree in business, logistics, operations engineering, supply chain management or similar/diploma. Driving license (valid in Europe). |
Experience | Essential working experience of at least two years in relevant jobs, experience with MSF or other NGOs in developing countries. |
Languages Competencies | Italian C1 English B2 Ability in distribution and logistics management. Proficiency in standard logistics software. |
| Analytical, problem solving and organizational skills. Ability to work effectively in a team environment or independently and to handle multiple projects. |
