Overview

MSF Italy has identified migrant and refugee survivors of torture and other forms of intentional violence (SoT) in the Palermo metropolitan area among the most vulnerable and neglected people.

For this reason, since 2020, MSF has developed a program specifically aimed at this target population through a multidisciplinary model of care (medical, psychological, and socio-legal support); until March 2023, the program has been implemented in collaboration with the Azienda Sanitaria Provinciale (ASP) of Palermo; currently two memoranda of understanding have been signed with the Azienda Ospedaliera Universitaria Policlinico (AOUP) "Paolo Giaccone" and the University of Palermo with the aim of strengthening the SoT program in both clinical and research components.

The Project also aims to identify SoTs through outreach activities both in formal migrants/refugees' reception centers and informal settlements in the Palermo metropolitan area and to strengthen socio-legal assistance through collaboration with the association “CLEDU” and the University of Palermo (Department of Law).

Responsibilities

Finance:

  • Carrying out finance-related activities, in close relation with the FinCo, ensuring transparency on accountancy as well as coherent information on service supply chain processes;
  • Ensuring the update of the expenses and fiscal documents based on the fiscal Italian law related to the payments done by the project;
  • Ensuring the update of the cash flow and assuring that all expenses are registered correctly
  • Follow up of the contracts in place (e.g. rental of office and guesthouse, cleaning services etc.) in coordination with PC and FinCo;
  • Monitoring budget and related updates on monthly basis in close collaboration with PC and FinCo;

 

HR:

  • Together with the HRCo collaborating with the PAS and the PC for the implementation of the associated processes (recruitment, training, briefing, induction, evaluation, development and communication) of the project staff;
  • Supporting in set up and implementing of operational annual revision;
  • Assisting the PC and/or team leaders and supervisors to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure staff availability for the regular activities;
  • Supporting PAS in ensuring that all data related to monthly salary calculation of the project employees are correctly entered in leave management app (days off, unpaid leaves, sick leaves, etc.) in order to ensure timely and accurate salary payments;
  • Ensuring and organizing briefing and debriefing at project level for all newly recruited staff;
  • In close collaboration with PC and the PAS, implementing all HR policies;
  • Being responsible for the recruitment, follow-up and administrative management of the on-call Intercultural Mediators pool (except for the administrative validation), in close cooperation with the Patient Support Supervisor;
  • Being responsible for all movements and/or accommodation of staff in the project;
  • Follow up on scholarship grants for UNIPA and Policlinico with respective administrations referents;
  • Follow up on the intership selection process and formalities (tutor assignment, training plan, etc.);

Supply:

  • Supporting and ensuring in close collaboration with the PC, the Project Medical Referent and the Mission Logistics Manager, the supply chain processes and systems, keeping updated information on stocks (expiry dates, security level, pipeline and lead times) in order to ensure availability of all the medical and non-medical material and related services under optimal conditions;
  • Supervising administration-related activities, in close relation with the Mission Supply Logistics Manager and in accordance with the MSF purchasing and payment procedures for the Mission;
  • Ensuring implementation and follow up of the processes for local purchases, guaranteeing respect of the policy in place;
  • Ensuring in collaboration with Mission Logistics Manager the efficient and smooth running of the following supply activities in the project: order processing, local purchase management, physical (warehousing) and administrative (management of movements) stock management, freight management, supply administration and implementation of standard supply procedures;
  • Ensuring in collaboration with Mission Logistics Manager support office and guest house maintenance;

Qualifications

Education

•          Essential degree in finance, management (business, HR) or administration.

Experience

•          Essential working experience of at least two years in same role ;

•          Desirable working experience with MSF or other NGOs, in developing countries

•          Desirable experience in migration context ;

•          Desirable experience in supply management ;

                              

 

Languages            

   •          Essential: Italian (C1);

•          Essential: English (B2);

•          Desirable French (B2);

 

 

Knowledge

•          Computer literacy, in particular user level knowledge of Microsoft Suite (Office);

Contract Type: Temporary full-time contract (contratto a tempo determinato);
Expected Start Date: 07th January 2026;
Contract Duration: One-year, with the possibility of extension;
Fringe Benefits: Insurance coverage (San Impresa) as provided by the national contract, meal vouchers, and relocation policy;
Expected Salary: Between €35,000 and €42,000 per year, depending on level of seniority with MSF;
Location: Palermo, Italy.
