Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare.
As a partner section, MSF Italy is engaged in saving lives and alleviating suffering through fundraising; communication and advocacy, recruitment and deployment of field workers; as well as running operations in Italy and supporting international operations through expertise and other kinds of direct support.

 

The HR Organization and Labour Relations Coordinator is responsible for supporting the design and implementation of organizational structures, workforce planning, and labour relations strategies.
This role ensures compliance with labour laws and collective agreements, promotes healthy employee relations, and facilitates organizational effectiveness through sound HR practices.

Responsibilities

Labor Law compliance:

  • Ensure HR policies, contracts, and workplace practices comply with local, national, and international labor regulations;
  • Monitor changes in labor laws and advise management on necessary updates;
  • Coordinate internal audits and ensure labor documentation is complete and legally compliant;
  • Maintain accurate employee records, including contracts, working hours, and benefits in line with legal requirements;
  • Focal point for all secondments within MSF movement.

Organizational Support:

  • Assist in analyzing and improving the MSF’s organizational structure to align with strategic goals;
  • Accountable for the development and review of job descriptions, compensation structures, and workforce planning models;
  • Participate in HR projects related to organizational change, mergers, restructuring, or compliance reviews;
  • Accountable for all the analysis over staff workload when required by line managers;
  • Accountable for the Organigramme maintenance;
  • Manages the planning phase of MSF civil service;
  • Focal point for HRIS concerning the organizational aspects and HR budget;
  • Manage workforce cost forecasts for the definition of MSF Italy HR Work Costs and Budgeting.

Policy and Documentation:

  • Draft, review, and update internal HR policies and employee handbooks in alignment with labor laws and MSF international regulations;
  • Prepare official HR communications, notices, and memos related to legal or organizational matters;
  • Coordinate with legal counsel to validate labor-related documents and decisions;
  • Responsible for the legal and administrative compliance of the remuneration policy;
  • In case of CCNL new negotiations, revise and update the salary grid;
  • Analysis and follow up of the reward review initiative at Italian level;
  • Responsible for the framework of Com&Ben and specific agreements on that (convenzioni).

Employee and Industrial Relations:

  • Assist the head of OLA in resolving workplace conflicts and conducting investigations into labor law or policy violations;
  • Support the grievance and disciplinary process by ensuring fair, consistent, and legal practices;
  • Responsible in maintaining positive relationships with employees and, where applicable, support the Head of OLA and the HR Director with relation to trade unions.

Training and Communication:

  • Provide training to HR staff and managers on labor law topics, such as employment contracts, termination processes, and compliance issues;
  • Communicate changes in labor regulations and company policies to relevant departments.

Other Activities:

  • Participate to the international and national platforms concerning area of responsibility;
  • Manage relationships with external consultants by liaising with them when necessary.

Qualifications

Key requirements:

 

Academic Background:

  • Bachelor’s degree in Human Resources, Law, Business Administration, or related field.

Experience:

  • At least 6 years of experience in HR with a focus on labor law compliance and/or organizational support (Skilled in supporting restructuring, workforce planning, and role alignment);
  • Proficiency in MS Office and in-depth knowledge of HR information systems (HRIS);
  • In-depth knowledge of labor legislation, employment regulations and HR compliance practices (e.g., contracts, termination procedures, working hours, benefits);
  • In-depth knowledge and experience on organizational analysis and HR budgeting tools;
  • Experience in policy development and legal compliance (Ability to draft, review, and enforce HR policies in line with legal standards);
  • Italian mothertongue;
  • English Level B2.

Preferred requirements:

  • Legal background or paralegal certification related to employment law;
  • In-depth knowledge of CCNL Terziario Commercio;
  • In-depth knowledge of Zucchetti;
  • HR certifications;
  • French B2.

 


Conditions:

 

Contract: Indefinite contract. Full-time. Level I of Italian CCNL of Commerce.

Gross Annual Salary: min 36.678,46€ - max 44.542,96 € (depending on experience of the selected candidate).

Starting date: 01/09/2025

Location: Hybrid, MSF Italy Rome or Milan office and from home.
